October 2008 - South Sacramento County Streams Project - Unionhouse Creek Channel Upgrades
Draft Environmental Assessment/Initial Study
What does it do? Protect the City of Sacramento from high water events in the delta and from flooding associated with Morrison Creek, Florin Creek, Elder Creek and Unionhouse Creek. This levee protects the City from high water in the delta. the area with greater than 100-year level of protection. (I think we can say that it provides 200-year based on the design storm event – need to check with Grant)
Features: The SSSG project consists of levee improvements starting south of the town of Freeport along the Sacramento River with a levee heading easterly meeting up with the Union Pacific Railroad tracks. From UPRR heading eastward, the project extends up four creeks: Morrison Creek, Florin Creek, Elder Creek, and Unionhouse Creek. Along these four creeks, a combination of raising the levee, constructing floodwall, and channel improvements are used to provide protection to the community.
Construction Schedule: Construction is essentially complete from the Sacramento River to Union Pacific Railroad. In addition construction has been completed along Morrison Creek, Elder Creek, and Florin Creek downstream of Franklin Blvd.
Unionhouse Creek from UPRR to Franklin Blvd. is currently under construction and will be completed by November of 2008.
Unionhouse Creek from Franklin Blvd. to Center Parkway will be under construction during the summer/fall of 2009
UPRR between Unionhouse Creek and Morrison Creek – Work is expected to occur in 2009 or 2010
Upstream of Franklin Blvd for Morrison Creek, Florin Creek and Elder Creek – Work will occur in 2010 through 2012
Cost: Authorized cost is $95,000,000

Construction of Improvements to the South Sacramento Streams Project
The U.S. Army Corps of Engineers (Corps), in partnership with the Central Valley Flood Protection Board (formerly the Reclamation Board) (CVFPB) and the Sacramento Area Flood Control Agency (SAFCA) is currently constructing flood improvements to Elder, Florin and Unionhouse Creeks, as part of the South Sacramento Streams Project. The current work is located between Franklin Boulevard and Morrison Creek.
Along Elder and Florin Creeks, the work comprises construction of new concrete floodwalls on both sides, excavation and reshaping of the creeks and associated improvements. Along Unionhouse Creek, the work comprises construction of a concrete floodwall along the north bank and excavation and widening of the creek. There is some minor work remaining from the prior Morrison Creek work that has been included in this contract.
A contract was awarded to SMP Services (SMP) on September 26 2007, and SMP began work in May 2008. Nordic Construction is the primary earthwork subcontractor on the project. About every two weeks, we will update this webpage with a description of the activities expected to occur in the subsequent two weeks.

At the September 25, 2008 construction meeting, the contractor indicated the following activities are projected to occur in the next few weeks.
- On Morrison Creek, the contractor is finishing up the tie in with Elder Creek and will be doing general cleanup of Morrison Creek.
- On Elder Creek, the contractor has pretty much completed construction downstream of the confluence, and is focusing his efforts on the reach between Franklin Boulevard and the confluence.
- On Unionhouse Creek, the contractor continues to place concrete for the right bank floodwall footings and floodwall. The indicate completion of the floodwall in about a week.
- Removal of the stockpiles material in the north basin of the Franklin/Boyce Detention Basins will continue. Due to legal questions, the contractor has stopped removal of the soil stockpile on the south side of Mack Road on the east side of Morrison Creek. It is not known when this work may resume.
